What is the ICC?
The International Certificate of Competence (ICC) is a qualification that proves you have the basic skills and knowledge to operate a boat safely in international waters.
It is widely recognised across Europe and is often required if you want to:
- Hire a boat in Europe (especially in the Mediterranean)
- Skipper a vessel in countries that require proof of competence
- Demonstrate your ability to operate a boat safely abroad
Requirements vary by country, but the ICC is widely accepted and often requested by charter companies.
Essentially, the ICC acts like a boating licence for international use.
Why Was the ICC Introduced?
Different countries have different boating rules. The ICC helps standardise expectations by confirming that a skipper understands the essential safety principles and navigation rules used internationally.
These rules are based on the International Regulations for Preventing Collisions at Sea, which apply worldwide and form the foundation of safe boating practice.
What Does the ICC Cover?
An ICC qualification validates that you have demonstrated an understanding key boating principles, including:

- Navigation marks and buoyage (IALA A system)

How Do You Get an ICC?
Fortunately, Hatt Adventures is an accredited RYA Training Centre, which means that the process of obtaining your ICC is straightforward. Follow these simple
STEP 1: Complete one of our rya recognised courses
You’ll need a qualification from the Royal Yachting Association (RYA), such as Powerboat Level 2. This demonstrates that you have the required practical skills and basic navigation knowledge to be eligible for an ICC License.
STEP 2: APPLY for icc license through the rya
Once you have completed your Powerboat Level 2, you can apply for your ICC by submitting the following to RYA:
- The application fee
- Your course certificate
- A completed application form
- A passport-style photo
STEP 3: Add inland endorsement (OPTIONAL)
If you plan to use inland waterways (such as canals or rivers in Europe), you may need a CEVNI endorsement, which covers inland navigation rules.
STEP 4: Receive Your ICC Certificate
Once approved, your ICC is issued as official proof of competence for international boating.
